FINAL REPORT: EEPH/CLG Research into Compliance with Part L of the Building Regulations for New Homes

This report presents results and findings of the joint EEPH (Energy Efficiency Partnership for Homes) and Department for Communities and Local Government (CLG) project to study the levels of compliance with Part L of the Building Regulations.
Specifically, it presents the results from a study of compliance for new dwellings built since April 2006 in accordance with Approved Document L1A (2006). The results for the full sample for the 2nd Phase of the project are presented.

Compliance with Part L1 of the 2002 Building Regulations: an investigation on the reasons for poor compliance

This report was prepared by Future Energy Solutions on behalf of the Partnership's Chairman's Advisory Group. The report sets out the findings of interviews carried out in November with Building Control Officers aimed at determining the reasons for non-compliance with Part L1 of the Building Regulations 2002. The report also provides recommendations and pointers on possible approaches that could be adopted to improve the current non-compliance within the construction industry.
The survey included questions concerning the impending revised building regulations of April 2006. This aspect of the research was premature as the regulations had yet to be published. The Partnership intends researching the introduction of these regulations 12 months after introduction.

Assessing of Energy Efficiency Impact on Building Regulations Compliance

This report was prepared by BRE, with assistance from NES, for the Partnership and looks at how well new dwellings comply with Building Regulations and air tightness levels.
