Energy Efficiency in Wales

Wales has less than 5% of the UK's housing stock, but more than its fair share of energy efficiency challenges. In this article we take a look at the situation regarding domestic energy efficiency in Wales, and examine some of the approaches being taken to tackle this.

Scottish Executive Plans for Energy Efficiency Strategy

Last week the Scottish Executive outlined their plans to develop their first energy efficiency strategy. The strategy will be aimed at setting up a framework, defining objectives and creating a more unified approach to energy efficiency measures.

Tenth Conference of Parties

This week Environment Secretary Margaret Beckett, and Elliot Morely, Environment Minister, attended the Ministerial segment of the Tenth Conference of Parties (COP10) in Buenos Aires to discuss international climate change issues.

Consultation on UK Climate Change Programme Review

The Government has launched an extensive consultation on the review of the UK Climate Change Programme. The document states that although the UK is on course to exceed the Kyoto greenhouse emission reduction target of 12.5% by 2008-12 on 1990 levels, more action is needed to achieve the national goal of reducing carbon emissions by 20% by 2010 from 1990 levels.

Defra's Five Year Strategy Published

This week Defra published "Delivering the essentials of life: Defra's five year strategy". One of the key areas highlighted was tackling climate change and cutting carbon emissions by taking more action to encourage homes, schools and workplaces to be more energy efficient.

Ofgem report calls for more action to reach vulnerable customers

Ofgem has published a report, prepared by MORI, which looks at public awareness of the Priority Service Register (PSR) and energy efficiency. MORI found that 74% of those who were eligible for PSR were not aware of the scheme. The research also found that 56% of the public were aware that they could get advice on energy efficiency, but only 18% had actually received any.

The Big Lottery Fund Consultation

Following the first phase of consultation, the Big Lottery Fund launched the second phase of their consultation process in October which seeks views on the key priorities that should form part of the first set of funding programmes.

Partnership Report Published on Energy Efficiency Impact on Building Regulations Compliance

The Partnership has published a report which looks at the extent of compliance of Building Regulations in relation to energy efficiency. The report found that only two thirds of new dwellings are compliant.

The 2005 Ashden Sustainable Energy Awards are now open for entries. The rewards are for outstanding, inspirational and innovative local sustainable energy schemes that both protect the environment and make real improvements to people's quality of life.

The Department of Social Development (DSD) in Northern Ireland has published a consultation document on the proposed energy performance certificate, "Energy Performance Certificate for Residential Buildings Regulations (2006)".

ERADICATING FUEL POVERTY IN ENGLAND: THE GOVERNMENT'S PLAN

This week the government published its Fuel Poverty Action Plan for England. This promises more money and measures to help pensioners and families keep warm as part of a new government action plan to fight fuel poverty. "Fuel Poverty in England - The Government's Plan for Action" sets out how the government aims to eradicate fuel poverty in vulnerable households by 2010. Fuel poverty is a combination of low income and poor energy efficiency in homes.

EcoHomes 2005 Launched

EcoHomes 2005 has recently been launched and now includes a Zero Emission Energy Source credit. The new credit is concerned with reducing atmospheric pollution and encouraging locally generated renewable energy to supply a significant proportion of the development's energy demand.

First Ever Home Inspectors Conference

Last week, the first ever Home Inspectors conference was held in Coventry. The conference was aimed at recruiting Home Inspectors and was also explaining the forthcoming Home Condition Report (HCR).

Fuel Poverty Strategy for Northern Ireland Published

A new strategy to tackle fuel poverty in Northern Ireland was launched today by Social Development Minister John Spellar. The strategy "Ending Fuel Poverty: A Strategy for Northern Ireland" was launched in Dungannon at the offices of EAGA Partnership, who manage the Warm Homes Scheme. The scheme, which is funded by the Department of Social Development (DSD), provides a range of energy efficiency measures including insulation, draught proofing and advice to homeowners and private tenants who are in receipt of certain benefits.

Government Launch New Drive to Reduce Household Fuel Bills

Last week the Government launched a new drive to reduce household fuel bills by encouraging consumers to switch energy suppliers and take up more energy efficiency measures. The new "Energy Smart" awareness raising campaign, aimed particularly at vulnerable consumers, was launched at an energy consumer summit and will be run by energywatch and Ofgem, and sponsored by DTI .

Home Information Packs - note for clarification

In the last issue of eNews the article "Housing Bill Received Royal Assent" stated that when Home Information Packs (HIPs), including the Home Condition Report (HCR), are introduced in 2007 they will be required by all dwellings "when constructed, sold or rented". However, HIPs will only be required for dwellings when they are sold.

The Scottish Executive has published a consultation on the review of the Scottish Climate Change Programme, which outlines their response to Climate Change and suggests that there will be separate Scottish climate change targets.

Updated Guidance Notes on Implementation of Energy Information Regulations

Defra has revised the guidance notes on the implementation of energy information regulations relating to the energy labelling of household products. The notes are aimed at helping businesses and enforcement officers to understand requirements and are subject to ongoing consultation and review.

ENERGY EFFICIENCY AND COLD HOMES - MAKING THE LINKS

The Partnership Health Group recently launched their Action for Healthy Homes Website which promotes good practice in cross sector partnerships that try to alleviate inequalities by improving living conditions. It has been developed for local authority, energy efficiency and health sector professionals and offers help on developing schemes that tackle ill-health and fuel poverty, and provides advice for schemes that are already up and running. The website also provides links to further reading and useful contacts.
