Eco-design - 'genuine opportunities for society as a whole'?

A "breakthrough in European Union product policy" DG Enterprise also claims, the Eco-design for Energy Using Products (EuP) Directive "introduces many innovative elements together with concrete application of the principles of the better regulation package". Adopted by the Council and the European Parliament on 6 July 2005, it sets up the legal framework needed by the EU to set future standards on all environmental aspects of energy using products that can be influenced at the design stage.

Appliances on Standby Create One Million Tonnes of Emissions

Leaving appliances on standby creates one Million tonnes of greenhouse gases each year. This wastes enough electricity to power UK street lighting for over 4 years, produces enough CO2 to fill over 20 million double decker buses or over 730 million hot air balloons and wastes electricity equivalent to the annual energy needs of nearly 400,000 homes.

EST Report on Non-Compliance of Airtightness Standards

EST has published the report 'Airtightness standards and pre-completion testing' which looks at the effect that improving airtightness in new-build dwellings has on carbon dioxide and energy use.

Launch of Climate Change Vision Document for Local Authorities

This week 'Leading the Way: how local authorities can meet the challenge of Climate Change' was launched by LGA in association with EST and the Partnership. The report was part funded by the Partnership Local Authority Operational Group, who also provided input into the report, and sets out a vision of the part local authorities can play in meeting the Energy White Paper target for the reduction of carbon emissions.

Ofgem Publish Five Year Social Action Strategy and Review of Suppliers Corporate Social Initiatives

Ofgem has published its new five year Social Action Strategy which calls for more joined-up thinking towards tackling fuel poverty and the challenge of high energy prices. Also published is their research 'Review of Suppliers Corporate Social Initiatives' which shows there has been a major increase in companies' Corporate Social Responsibility (CSR) initiatives in the last two years, and that over £110 million was spent in 2004-2005, with the majority of it focused on helping to alleviate fuel poverty.

Sustainable Development Indicators Booklet and Energy Statistics Published

Defra has published a booklet which outlining a new set of sustainable development indicators, which is aimed at providing easily accessible indicators on a variety of areas, including health, housing, and the environment. DTI have also published details on Energy Trends and Quarterly Energy Prices. Energy Trends contains statistics on energy production and consumption and also includes articles on 'Comparison of United Kingdom and European reporting of Combined Heat and Power (CHP) Statistics', 'Energy statistics - Revision policy' and 'Renewable energy in 2004'.

UKCIP Publish 'Measuring Progress: preparing for climate change through the UK Climate Impacts Programme'

UK Climate Impacts Programme (UKCIP) has published a report which presents findings from a number of studies carried out by UKCIP and details of emerging adaptations. 'Measuring Progress: preparing for climate change through the UK Climate Impacts Programme' was launched by Elliot Morley, Minister for Environment and Climate Change.

DTI Consultation on Strategy for the promotion of Microgeneration and the Low Carbon Buildings Programme

DTI has published a consultation paper on the strategy for promotion of microgeneration and the low carbon buildings programme. The consultation is part of the Sustainable Energy Policy Network, which was set up to delivery the Energy White Paper commitments. The aim of the strategy is to develop a more harmonised government approach to identify cost effective measures to help new and existing microgeneration technologies make a contribution to energy policy targets.

EU Commission Adopt Energy Efficiency Green Paper

This week the European Commission adopted the Green Paper on Energy Efficiency, which sets out ways to reduce energy consumption by 20% by 2020. The energy savings could lead to a saving of up to 60 billion Euros per year a saving of between 200 and 1000 Euros per household per year. The Paper focuses primarily on the housing and transport sector and highlights the potential for individual households to save money through better insulation and energy efficient appliances. It also suggests the importance on reviewing tax systems to favour green products and services.

Energy Wales Route Map consultation

The Welsh Assembly Government has published their consultation "Energy Wales: Route map to a clean, low carbon and more competitive energy future for Wales". The document sets out the agenda for future energy policy in Wales and the vision to make Wales a showcase for clean energy production and energy efficiency.

London Climate Change Agency Launched

The London Climate Change Agency was launched this week which was set up by London Mayor, Ken Livingstone. The aim of the Agency is to cut carbon emissions in London by 20% from 1990 levels by 2010 and establish at least one carbon-free initiative in every London borough over the next five years. In addition it will oversee the completion of around 40,000 renewable energy projects in London before 2010, which would be capable of powering over 100,000 homes.

Joint UK-Swedish Initiative Launched on Sustainable Construction

The UK Government has launched a joint initiative with Sweden which will support and promote more sustainable construction, management, refurbishment and demolition of buildings through shared skills, knowledge and best practice.

New Regulations on Energy Labelling of Household Air Conditioners

New regulations have been announced which will allow household air conditioners to be measured for energy labelling. The Energy Information Regulations for England, Wales, Scotland and Northern Ireland 2005 will require suppliers to provide labels containing details of the energy consumption of their products. It will also require retailers to display the energy labels, which will use the A-G rating system.

Energy Efficiency Training Sessions for Local Communities

The Realising Energy Efficiency Communities and Homes (REECH) scheme will be running a number of training sessions aimed at local community groups to help them learn how to save money on their fuel bills by increasing the energy efficiency of their homes. The sessions will provide advice on saving money on energy bills, accessing free energy efficiency measures and details on how to access the British Gas Language Line Facility.

Northern Ireland Fuel Poverty Advisory Group Set Up

Following the recommendations of the Northern Ireland Fuel Poverty Strategy - Ending fuel Poverty: A Strategy for Northern Ireland, a fuel poverty advisory group has been set up in Northern Ireland by Social Development Minister, David Hanson MP. The group will be chaired by John McMullan from the Bryson House Charity and will comprise of key players dealing with fuel poverty in Northern Ireland.

Report on Scottish Local Authority Activities on Climate Change

The Scottish and Northern Ireland Forum for Environmental Research have published a report which looks at the Climate Change activities of local authorities in Scotland. "A Survey of Scottish Local Authority Activity on Climate Change" provides information on the climate change adaptation and mitigation activities of the 32 Scottish Local Authorities and investigates support for a Scottish Local Government Network on Climate Change. It provides a number of recommendations for further action the local authorities can take.

Implementation of the WEEE and RoHS Directives

The Waste Electrical and Electronic Equipment (WEEE) Directive was published in February 2003 and was required to be transposed into UK law by 13 August 2004. However, this was deferred and the Government is planning implementation of the Directive and expects to transpose in 2005. The Directive aims to prevent the production of waste electrical and electronic equipment and encourages its reuse, recycling and recovery. This article outlines details of the implementation of the WEEE directive, and the related Restriction of the use of certain Hazardous Substances in Electrical and Electronic Equipment (RoHS) Directive.

A project aimed at promoting energy efficiency measures through GPs has proved to be a huge success. The Kidsgrove project is coordinated by Beat the Cold and aims to help patients improve their homes and health by taking up energy efficiency measures.

Energy efficiency policies for the future
