New ACE research - Cold Comfort for Kyoto, carbon implications from increasing residential cooling demand 08.Sep.2006 The Association for the Conservation of Energy (ACE) has published a new scoping report, Cold Comfort for Kyoto. The report explores how rising temperatures and rising comfort levels will lead to rising energy use and carbon emissions in 2020. New Managing Agent for Central Heating Programme and Warm Deal 08.Sep.2006 Scottish Gas has been announced as the new managing agent for the Scottish Central Heating and Warm Deal programmes. They will take over from Eaga Partnership on 1st October 2006 and will contracted to manage the two programmes on behalf of the Scottish Executive until 2008. Revised Northern Ireland Building Regulations 2006 Published 08.Sep.2006 The Building (Amendment) Regulations (Northern Ireland) 2006 were published on 31st August and will come into effect on 30th November. The revisions include amendments to Part F which relates to the conservation of fuel and power, and will require higher thermal standards for buildings, reducing their carbon emissions by up to 40%. Ofgem £9.75m Energy Demand Reduction Pilot - Invitation for Bids 24.Aug.2006 Ofgem are inviting bids for their new energy demand reduction pilot, which will look at how devices such as smart meters can help customers reduce their energy consumption. This follows the announcement in the Budget 2006 of £5m funding for DTI for a pilot study on smart energy meters and feedback devices. The pilot will be co-funded by DTI and Defra using an additional 4.75m funding from Defra. MTP Report - Sustainable Products 2006 18.Aug.2006 MTP have published Sustainable Products 2006: Policy Analysis and Projections, which provides an overview of their evidence base on the current and projected impact of products and the policies intended to improve their environmental performance, as at March 2006. EEC2 Annual Report Published 01.Aug.2006 Ofgem have published the first annual report for EEC2 (2005-2008) which provides details of suppliers' progress on targets over the past year, information on the types of measures the suppliers have been using to comply with their obligations, and the progress they have made towards meeting at least half of their target in the Priority Group. Energy White Paper 3rd Annual Report Published 01.Aug.2006 The Government has published the third annual report on the implementation of the Energy White Paper, which sets out the progress made to date and summarises the way ahead to achieving the four goals of energy policy to cut carbon dioxide emissions, maintain reliable energy supplies, promote competitive energy markets, and ensure homes are affordably heated. Green Alliance Call for Decentralised Energy System 01.Aug.2006 The Green Alliance have published a report which calls for a more decentralised energy system and examines the use of microgeneration. It makes recommendation on housing and fiscal incentives to encourage consumer behaviour change in the energy use, and additional policies needed for energy efficiency and renewables. Initial Consultation on EEC3 Published 01.Aug.2006 Defra has published an initial consultation on the next phase of the Energy Efficiency Commitment (EEC3) which will run from 2008 - 2011. Defra are seeking early views on the main elements of EEC prior to the formal consultation, which will be published in Spring 2007. The consultation is aimed at ensuring a smooth transition between EEC2 and EEC3 and enabling a constructive discussion about the implications of the recent Climate Change and Sustaianble Energy Bill, the Priority Group and the role of trading. New products in SAP 01.Aug.2006 Following the recent news article about the new TEHVA product testing and approval scheme for SAP, which was provided by BEAMA Energy, Defra and BRE have requested that partners be made aware that SAP is not an approvals scheme. North East Home Insulation Partnership Launched 01.Aug.2006 David Miliband, Secretary of State for Environment, Food and Rural Affairs demonstrated his support of the latest initiative from the North East based Energy Saving Trust Advice Centre, by officially launching the work of the North East Home Insulation Partnership (NEHIP) on Friday 7th July 2006. Northern Ireland Lead the Way on Renewables 01.Aug.2006 The Northern Ireland Secretary of State, Peter Hain MP, last week launched a new £8 million renewable energy Household Programme. In addition, following revisions to Part F of the building regulations in Northern Ireland, which come into affect in November and will result in a 40 per cent reduction in carbon emissions and set targets to encourage the use of renewables, further amendments are planned to make microgeneration mandatory for all new buildings from April 2008. Changes to the Home Information Pack 21.Jul.2006 This week the Government announced that they would not be introducing Home Condition Reports (HCRs) as part of the Home Information Packs (HIPs) which are to be introduced on a mandatory basis in June 2007. However, Energy Performance Certificates (EPCs), which were to be included in HCRs, will still be introduced as part of the HIPs. European Environment Agency Report on Integration of Energy and Environmental Concerns 21.Jul.2006 The European Environment Agency has published a report looking at the progress toward integrating environmental concerns into the energy sector in Europe. The report "Energy and environment in the European Union - Tracking progress towards integration" concludes that more action is required to reduce energy consumption and encourage the introduction on technologies with low environmental impact. In addition, the report states that environmental sustainability should be given the same priority as energy supply and competitiveness. G8 Agree to Increase Efforts to Boost Energy Efficiency 21.Jul.2006 At the G8 Summit in St Petersburg last weekend, the leaders of eight industrialised nations adopted an action plan to enhance global energy security, which included an agreement to increase efforts to boost energy efficiency. Government Consider Tradeable Personal Carbon Allowances 21.Jul.2006 This week David Miliband, Environment Secretary, announced that the Government would be looking into tradeable personal carbon allowances in order to reduce domestic carbon emissions. These would cover individuals' direct use of energy through electricity, gas, petrol and air travel. Launch of the Nottingham Declaration Action Pack 21.Jul.2006 The Nottingham Declaration Action Pack was launched on Tuesday 18th by Angela Smith, Under Secretary of State at the Department for Communities and Local Government. The Pack provides free guidance and support for local authorities to develop a comprehensive approach to tackling climate change, and brings together the knowledge and expertise of the leading agencies in the environmental and local government fields. National Energy Efficiency Awards 2006: Call for Entries 14.Jul.2006 UK CEED in partnership with EDF Energy has launched the UK's first National Energy Efficiency Awards programme to showcase good practice in this increasingly important area. The Awards will highlight the importance of energy efficiency in combating climate change and seek to increase the take up of energy efficiency measures amongst business, government and consumers. Northern Ireland Fuel Poverty Groups Publish First Annual Reports 14.Jul.2006 The Northern Ireland Fuel Poverty Advisory Group (NIFPAG) and the Inter Departmental Group on Fuel Poverty have published their first annual reports.
